Whenever the city finds that any SID has violated the prohibitions in Section 13.40.280, the city shall cause to be served upon such user a written notice (either personally or by certified or registered mail, return receipt requested) stating the nature of the alleged violation. Within thirty days of the date of receipt of the notice, the user shall respond personally or in writing or by certified or registered mail, return receipt requested, to the city, advising of its position with respect to the allegations. Thereafter, the user shall be given the opportunity to meet to ascertain the veracity of the allegations and establish a plan for the satisfactory correction of the violations and prevention of a recurrence thereof.
