The city finance department shall bill each utility account monthly for utility services and applicable taxes, including water, sewer, refuse, recycling, and storm drain by mailing billing statements monthly. Payments will be due as designated on the billing statement. Accounts become delinquent if not paid in full on or before due date the month following any billing. An automatic lien shall be in place against the property for up to four months of unpaid water service and up to one year of unpaid sewerage service in accordance with RCW 35.67.215. The city shall have the right to enforce the automatic lien by discontinuation of service to any premises for which water and sewerage payments are delinquent and refuse to restore water service to that property until the delinquencies covered by the automatic lien have been paid in full. Unpaid charges beyond those covered by the automatic lien for sewerage may constitute a lien against the property, in accordance with applicable laws. (Ord. 2961 § 1, 2015; Ord. 2831, 2010)
