No unauthorized person shall uncover, or make any connection with or opening into, use, alter, or disturb any public sewer, without first obtaining a written permit from the plumbing inspector of the city. Application for the permit shall be made on a form furnished by the city, which the applicant shall supplement with such plans, specifications or other information as is deemed necessary by the plumbing inspector. Prior to the issuance of a permit, a connection fee as set forth in this chapter and a sewer connection inspection fee of fifty dollars shall be paid to the city clerk-treasurer.
