The special connection charge imposed by Section 13.12.010 shall be paid into the applicable sewer or water fund, and shall be computed on a lineal frontage cost basis and in the same manner and to the same extent as that established in the development contract for those owners of property paying for the improvement, based on the actual cost of labor and materials for the project. In addition to the above method of computation of the special connection charge, the city may from time to time under various development contracts utilize other equitable methods of computation, such as by the number of square feet of property area to be served, in which event the special connection charge imposed upon properties in such other development areas shall be computed the same as set forth in the applicable contract.
