This chapter is declared to be an exercise of the police power of the city and one necessary for the immediate preservation of the public peace, property, health and safety of the people of the city. The city council declares that should any section, paragraph, sentence or word of this chapter be construed by any court to be unconstitutional, or for any reason to be invalid, that it is the intent of the city council that it would have passed all other portions of this chapter independent of the elimination therefrom of any such portion that may be declared invalid, and such invalidity shall in no way affect the other said portions or provisions hereof.
