All rates and charges provided in this chapter shall be billed to the owner, contract vendee or authorized agent of the owner of the particular premises to which the services defined in this chapter are provided, and any and all permits which may be required to be obtained in accordance with the terms of this chapter shall be obtained by and issued to the owner, contract vendee, or authorized agent of the owner of the particular premises involved; provided, that tenants as such are not construed agents of the owner, but the owner or contract vendee of the property may in writing authorize the billing of tenants and the issuance of permit to tenants direct; provided, that in any event the owner and the premises served shall be liable for payment of all rates and charges billed if the same are not otherwise paid; and provided further, that statements to hotels, apartment houses, motels, cabin or trailer courts shall be sent to the owner or manager thereof.
