For property owners within the proposed South March Point annexation area: Upon payment of the applicable hook-up fee customers shall transport, at their expense, septage generated on their premises to the Anacortes sewer plant for treatment at the rate derived from the applicable water consumption schedule provided the property owner(s) execute(s) and record(s) annexation and sewer hook-up contract(s) in a form acceptable to the city council and provided the activity is consistent with city zoning.
