Whenever sewage from a septic tank or from any type of private sewage disposal plant backs up into the plumbing fixtures in any house or overflows into the area of the premises surrounding said plant, the owner, agent or occupant of the premises shall immediately order such septic tank or other type of private sewage disposal plant to be cleaned. The health officer is empowered to notify such owner, occupant or agent of the premises upon which such a condition shall exist to clean said sewage disposal plant within five days and if such notice is not complied with immediately, to cause the same to be cleaned at the expense of the property in accordance with provisions of this chapter.
