A. Upon the passage of the resolution fixing the time for hearing the petition or proposal for vacation, the City Clerk, or the Director of Public Works, with the City Clerk, shall give not less than 20 days’ notice of the time, place and purpose of the hearing by:

1. Publishing written notice once in the city’s official newspaper;

2. Posting a placard in a conspicuous place at each end of the street or alley sought to be vacated;

3. Posting notice of the hearing in three public places in the city; and

4. Mailing written notice at least 15 days before the date fixed for the hearing to all owners or reputed owners of land within 300 feet of the proposed vacation, including the petitioners and other owners of property on the block abutting the street or alley to be vacated, as shown on the records of the Skagit County Assessor.

B. The placards for posted notice:

1. Shall be highly visible;

2. Shall be at least 11 by 14 inches in size;

3. Shall include a map showing the location of the street or alley proposed to be vacated;

4. Shall contain a statement that a petition has been filed to vacate the street or alley described on the placard; and

5. Shall state the time and place for the hearing on the proposed vacation. (Ord. 3052 § 1 (Exh. A), 2020)
