Any person, firm or corporation which constructs a culvert or bridge in violation of this chapter shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine not to exceed three hundred dollars or imprisonment not to exceed ninety days, or by both such fine and imprisonment.
