In the interest of public safety, the city engineer must identify, by a unique address, each building lot, recreation lot, utility service site (not associated with a structure), and any building that is habitable as a residence, business, or meeting hall.

A property owner may request a separate address for a building that is not visible or accessible by emergency services from the main building. Additionally, a property owner may request a separate address for a building that has power or telephone service, regardless of whether the service is separate or shared, if that building is more than one hundred feet from the main building.

The city engineer will designate an address coordinator to assign addresses consistently. Addresses will be based on the following guidelines, except in the March’s Point/SR-20 Corridor 1999 annexation area, where Skagit County established guidelines will continue to apply.
